One 0–100 county score for a question every health system is asking and almost nobody measures: can this community actually use telehealth? It fuses broadband adoption, device access, and measured connection speed into a single, rankable number — the connectivity-as-health metric FFH owns.

Why this is different from a broadband map. Availability tells you the wire reaches the house. Readiness tells you whether the household can hold a video visit — broadband subscription, a device to use it on, and real-world speed good enough for telehealth. A county can be "covered" and still be unready. This index surfaces exactly those gaps, county by county.

How the score is built — fully transparent
When measured speed is available:
TRI = 0.45·broadband% + 0.25·device% + 0.30·speedScore.
When it isn't yet, the two adoption components are re-weighted to sum to 1
(0.64·broadband% + 0.36·device%) so the score is always on the same 0–100 scale.
speedScore = measured download Mbps capped at 100 (100 Mbps ⇒ 100), averaging M-Lab and Ookla when both are present.
The % age 65+ column is shown as need context — the population most dependent on telehealth — not as a penalty.
