Minutes are a legal record. They are not built to be read. So we turned them into something you can actually use — every speaker who came to the Women's Commission, the one thing they said that mattered, and what the Commission still owes them.
They came and spoke
Chair Fitch's fourth strategic objective was to "identify speakers to attend the PCTWC." This is the record of everyone who did — and of what we still owe them.
From September, the Commission will invite a speaker every other meeting (June 3 minutes). That cadence only pays off if somebody owns the follow-up.
Invited by the Commission and listed on the posted agenda. They present, and the Commission owes them a follow-up. From September 2026, a guest speaker is invited to every other meeting.
Anyone. No invitation, no agenda slot, no permission needed — Arizona's Open Meeting Law guarantees you may attend and may speak at Call to the Audience. Two of our commissioners walked in this way.
The May 6, 2026 minutes were a scanned image with no text layer — unreadable to any search, any screen reader, and any dashboard. We ran them through OCR and got them back. Dre Thompson (CEO, Tucson IDA) is in there. So is the vote that fixed our bank signature authority.
The lesson, not the blame: a scanned PDF is not a record — it is a photograph of one. March 2026 and October 2025 are still unread. The fix is one rule: minutes are filed as searchable PDFs, in one folder, within two weeks of the meeting. That costs nothing and it is the difference between having a memory and having a shoebox.
